Mexico reviews Chinese cold-rolled flat steel duties

Mexico has initiated a review of the definitive compensatory quota imposed on imports of cold-rolled flat steel originating from China. This is according to a document from Mexican authorities monitored by Kallanish. The compensatory quota was originally implemented in June 2015.

Ternium México and Altos Hornos de México (Ahmsa) complained that the removal of duties would negatively impact domestic production, according to Mexico’s Official Gazette of the Federation (DOF).

The compensatory quota was initially imposed at 65.99% for imports of cold-rolled flat steel from Baoshan Iron & Steel Company, as well as 82.08% for those from Tangshan Iron and Steel Group. Imports from Beijing Shougang Cold Rolling Company, Shougang Jingtang United Iron & Steel Company, and for all other Chinese companies were levied with a 103.41% duty.

The products under investigation are classified under HS codes 7209.16.01, 7209.17.01, 7225.50.02 and 7225.50.03.

The Mexican Secretariat of Economy (SE) determined that the period of investigation should be from 1 April 2019 to 31 March 2020. The analysis period is from 1 April 2015 to 31 March 2020.

The compensatory quota will remain in effect during the ongoing review.
