EU launches anti-dumping probe into hot-rolled flat product imports from Turkey

The European Commission said in its official journal Thursday that it has initiated an anti-dumping investigation into imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Turkey.
Provisional anti-dumping measures, if any, can be imposed up to eight months after the formal launch of the investigation, or by January 13, 2021.
Definitive measures, if any, can imposed up to 14 months from the launch, or by 13 July 2021. In the event of definitive measures, these would normally be in force for five years.
The market had been awaiting formal confirmation of the move since ArcelorMittal, the world's largest steel producer, referenced the investigation into Turkish coils during its earnings calls last week.
European mills have been pushing for action against Turkish HRC for several years, with their requests intensifying over the past few months amid increasing imports and weakening demand, especially during the COVID-19 pandemic.
The official commission document said the complaint was lodged on March 31 by Eurofer, on behalf of producers representing more than 25% of the EU's total production of certain hot-rolled flat products of iron, non-alloy and other alloy steel. The document said the complaint contained sufficient evidence of dumping, causing material injury to the European industry.
The investigation will cover the period from January 1, 2019, to December 31, 2019. The examination of trends relevant for the assessment of injury will cover the period from January 1, 2016, to the end of the investigation period.
All interested parties wishing to comment on the complaint or any aspects regarding the initiation of the investigation have 37 days from the date of publication of the notice to do so.
